The Best Tokyo Wards to Rent For a Couple (1LDK, 2026)

When two people move to Tokyo together, the apartment search changes. A studio no longer works, and the layout most couples land on is the 1LDK: one bedroom plus a living-dining-kitchen. What surprises people is that the cheapest ward for a couple is not the same as the cheapest ward for a single person. Here is where a couple gets the best value, from real rent data.

Quick answer: For a couple renting a 1LDK in Tokyo, the best-value wards are Katsushika (around 118,000 JPY, about US$740), Adachi and Edogawa (around 125,000 JPY), then Nerima and Itabashi. These eastern and northern wards are calm, residential and well-connected, and they run far below central wards like Minato, where a 1LDK reaches about 260,000 JPY. Notably, a single person's cheapest ward is Edogawa, but a couple's is Katsushika, so the answer really does depend on your household.

Why a couple's cheapest ward is different

Rent does not scale evenly across layouts. A ward can be cheap for tiny 1K studios but relatively pricier for the larger 1LDK that a couple needs, because the mix of buildings and demand differs by size. That is why the ranking reshuffles. The best-value wards for a couple, and what they are like

• Katsushika and Edogawa (east). The quietest, most affordable end. Rivers, parks, old-Tokyo atmosphere, and a longer but easy ride into the centre.
• Adachi (north-east). Cheap and improving, with Kita-Senju as a major transfer hub, so "affordable" does not mean "cut off."
• Nerima and Itabashi (north-west). Leafy, family-friendly, on direct lines into Ikebukuro and Shinjuku.

None of these are remote outposts. They are ordinary, livable neighbourhoods with real shopping streets, which is exactly what makes them good value for two people setting up a home.

What a 1LDK costs across Tokyo

The gap between the cheapest and priciest ward for a 1LDK is large: from about 118,000 JPY in Katsushika to about 260,000 JPY in Minato, more than double for the same layout. A few things matter more when you rent together:

• Commute balance. Pick a ward that splits the difference between two workplaces rather than optimising for one. A ward on a line that reaches both hubs beats the cheapest ward on paper.
